Who speaks for the city?

Elizabeth Mohr's Pioneer Press ( Tue, March 11, 2008) article, Maplewood / Council looks to prevent building, reads as if the consensus in the city is clear:

With time running out on a moratorium on development in the south leg of Maplewood, city officials are looking for ways to block developers from moving in. ... City Council members want to be sure that, lacking a moratorium and updated zoning in the South Maplewood area, they can still fend off developers. City Attorney Alan Kantrud tried to ease lingering concerns at a meeting this week. "A developer who comes into the city and hasn't done their homework enough to see that we're actually looking at this area with a microscope would do so at their peril," Kantrud assured the council.

Since Ms. Mohr's only city councilperson quotes are from Ms. Longrie, it is unclear whether she interviewed any other councilmembers. Had she done so, a more accurate representation of a consensus opinion might be something like 'go slowly with a decision that can only be made once'. [[keywords: LandUse;Legal;Maplewood;]]
